A provider is totalizing only if the whole category of need is lost with it
Framing (James, 22 Oct 2026). Hyperscaler compute is Illich's radical monopoly: control of a critical commodity through owned economies of scale removes the ability to opt out (ivan-illich). Municipal-scale provision is acceptable only if it is non-totalizing: if one municipal entity drove out all other provision, it would be as totalizing as global cloud.
His test. Leaving a provider is convivial if the category of need (school, clinic, hosting, inference) can still be met elsewhere. A provider is totalizing only when the whole category is lost with it.
Working governance shape: "municipal substrate, plural inference". The municipality owns the substrate, with Stockholm's Stokab dark-fibre model as the reference, and many operators run inference on it.
This test is what hosting-cost-claim and municipal-inference mean by "not totalizing".

- Local inference is not totalizing, and can be cheaper per user or community
- Ops labour falls, and distributed provision spreads it rather than concentrating it
