Meller & Meller, ENAMI de Chile: modelo y buenas prácticas (CEPAL, 2021)
Disposition: stated (single source, though a UN commission report drawing on ENAMI's own history Chile Minero, 2010). Read in full (PDF downloaded and read) on 2026-10-12.
What: a 110-page UN-CEPAL study of Chile's state enterprise for small and medium miners, by Patricio Meller (Berkeley PhD economist) and Ariel Meller, LC/TS.2021/63. Why: it is a 95-year-old working institution that does for small extractive producers what Fischer said the US farmer telephone mutuals lacked: a shared processing and market layer, credit, and a price floor. Bears on thread-convivial-computation (backbone plus community edge) and on macro-view (who can still mine when grades fall).
Key points, as read:
- Caja de Crédito Minero (1927) set up ore-buying agencies and processing plants (flotation and leaching) for small gold and copper miners. Before that, private buyers split territories by "unwritten pact" and paid "leonine" rates.
- A national smelter (Paipote, 1951) was built partly because US-owned smelters kept "the secret of the art of smelting" from Chilean engineers.
- ENAMI was created in 1960 (DFL 153) on the principle of fomento integral: promotion plus production, including smelting and refining, so small producers reach world markets on the same terms as big ones. Small-mine copper output went from ~13,000 t/yr before 1960 to 28,000 t by 1973.
- After 1973 the "subsidiary state" sold most of the plants built over four decades and cut the promotion staff. A 1993 commission proposed treating small mining as "only a social problem" for regional governments. DS 76 (2003) restored it as state policy.
- Mechanisms: ENAMI is legally obliged to process what registered small producers bring. It runs buying points (poderes de compra), five beneficiation plants, and tariffs agreed yearly with the miners' association (SONAMI). Small miners get the lowest smelting charge ENAMI has agreed with anyone, and the difference is accounted separately. A price-support fund works as a sector loan when the price falls below the Finance Ministry's long-run reference (up to 10%), and is repaid when the price is above it.
- Scale: about 700-1,150 producers sell to ENAMI each month (2014-20). Small mining is 80% of tonnage but 22% of purchase value. Promotion budget ~US$14.5M (2019), fixed at US$8M from 2003 until 2025.
